It's hard to say exactly because it developed over time. I'd say that by the time I was 15 or 16 it was fully developed (I was a late bloomer)!

You'll notice that when you yawn, your Adam's apple goes down. You can learn to isolate those same muscles and get them to pull your apple down without actually yawning. That's the best way I can describe it. I hope that helps.
