Urban legends are just stories that are based on real historical stories or passed down folklore/tradition that are usually twisted to have supernatural elements while making it modern to scare people today. Yes some urban legends are just completely made up. Most probably are from old Japan when superstitions were accepted as fact and also as moral fables to teach a lesson (against being naive/too trusting etc)
