It seems to be something that put on the first floor to prevent evacuations from the top floor from going any lower. One would see the bar and know its the first floor, even if the air were full of smoke, it seems.

that is a simplex voice evac system.

Turns out to be a false alarm, a usual. UW CSE not on fire.
