If you can't touch your toes, don't worry. Uttanasana is actually about t feeling a big stretch in the back of your legs and no tension in your neck.
Anyone can get into uttanasana more deeply: think about relaxing and straightening your spine on the inhale while rounding it to bring your chest closer to your legs on the exhale. So only when you exhale are you really stretching in the backs of your legs.
Before uttanasana i couldn't touch my toes either! :-) Good Luck!
