One tip that would help out is to practice "trigger discipline" with the blasters.

Fire a few shots (2-3) to take out lowlevel fighters, then lay off the trigger til you fire at another target. Those wasted shots on destroyed targets are keeping the shield from charging. Even with the power mod switched over to laser, it will still give the shield precious seconds to recharge a bit.
