What I was told as a little child was that those 0-jizo-san symbolize the nameless babies who were born in the poor family who couldn't afford to raise them, so they were terminated.
It sounds awful but this was happening everywhere in the rest of the world in the past. But the people kept it hidden. At least Japanese people had a heart to show some respect to those lost souls.
Hi kidzero22, Thanks for watching and commenting. I've wondered the same thing myself though I have never heard of it happening. There was a recent incident here in Japan of a famous Kannon statue which was stolen though this seems rather rare (the statue was located and returned by the way). -Kurt
