these astronauts have a job to do they have a space station to build they need to get P4 delivered or the station does not get any modules in 2008. P4 supplies power to Kibo it needs to be on orbit before Kibo leaves the hanger. P3 needs to be deployed before STS 118 because when Barbra Morgan comes up to teach she will be bringing the ESP3 with her and it needs a place to stay until STS 126.
