If I recall correctly this was broadcast just after the polls closed on General Election night.

Can anyone tell me what is the music which plays when Burnett just begins to crawl? I know it is super famous, and probably every British person knows it, and I have been looking for its name for ages!

The puppet is the Mitterrand puppet, as the British ambassador to the USA. The Brezhnev puppet was still in use as the stock "Eastern European Bland Bureaucrat", which it had always been in a sense since Brezhnev died nearly two years before the show started.
