Oh, really? Well, I admit that it is a strong monster, but I haven't been to Leafre(Or New Leaf City for that matter.) So, I'm wondering if there are stronger monsters that do exist on victoria island, and how am I going to be able to beat them with my swordsman character at level 17?

It depends. The strongest monster you can find is the jr balrog, yet it has been easily overshadowed by other ones in the recent patches such as Zakum, Horntail, Pianus, Papulatus Clock, Nest Gollems, Skelegons and the list goes on.
