Hi! To simplify: even you watch image at ~24fps, the broadcaster delivers it at ~30fps (it repeates some frames). That's because the power that arrives to your home runs at 60 Hz (cycles). Notice 60/2 = 30. Here in Europe our power supply is 50Hz and so our TV system runs at 25 fps.
