I lived in Manhattan from 1999 to 2004. I was even on the last Delta flight from Manhattan to Boston on the morning of 9/11.

Even before 9/11, most of us Manhattanites viewed Giulianni as a joke mayor coming to the end of his days. What Biden said here is absolutely true. Giuliani hangs on to 9/11 as if it was some kind of victory for him and was some sort of proof of his abilities to hold higher office. Not.
