No, my camera records in both widescreen or full screen. I recorded it in widescreen, and set the project format to 16:9 using Pinnacle Studio 12 Ultimate. Then, I rendered it in the high quality setting, which is 720x400.
The easiest way to fill the screen is if you have a camera that records in widescreen (16:9 ratio). If you don't have a camera like that, you should be able to use some editing software to make it widescreen with a widescreen effect. That will cut the top and bottom from the video though.
