He says that in working condition he would have offered you £200, and after he had cleaned it up, replaced some parts and restored it to perfect condition he would have been able to sell it for between £350 and £500. If anybody cares, the reason he was only able to go half throttle is due to the neutral safety feature that disallows more than a certain throttle opening when the gear selector is in neutral. If this moron had put the thing in gear, he would have been able to kill it in a more spectacular manner.
