In asia, a child in a car is considered being safe. I'm sure you must have noticed alot of babies being driven around on scooters there...without helmets. I saw a ton of that in philippines, but there was this one time when I actually saw a 2 year old child with a helmet on. It was so cute that they made helmets that small that I wanted to buy it.
