problem is skype and other voips need to be connected to internet so its not a FULLY functional phone but if you have internet where you go then it works and like 2.75 a month or 12 a year or soething idk really cheap though
what you may have seen is 1 of 2 things. Walmart has "protective Sleeves" which allows you to keep scratches off the delicate glossy surface. Also Belkin has a sleeve but it is to make "Gaming" easier for the thumb. This Sleeve is for converting your iPod (not iPhone) into a wireless VOIP Phone. I think the frame should be all around it or from the back instead of the sides. It'll make it more appealing as the sides make it more larger than it already is. take advantage of the thin demensions of the ipod touch.

Getting a large company like Apple to move on this is alot of work. Smaller companies like CTA or Altec would be easier to approach. Since they already make Ipod accessories.

True WiFi is not everywhere, But if you think about where we Stop (,get out of the car) and spend the most of our days (Office, Home... Starbucks) You can find a wifi connection. Wifi connections are popular now, they are only going to get more popular as time goes on.
I used Maxon's Cinema 4D and string it all together in After Effects.
