There is no way this can work. You simply cant get more out than you put in. If hydrogen is the answer, producing it this way makes no sense and the amount produced is so tiny it cant possibly make a significant difference.

Actually, you just got a very one-sided view.
Hydrogen storage is a major problem. The mass of container needed to store a given amount of hydrogen is very high. All the video has to say is "we're getting better", because that's the best it can say.
The membrane in the fuel cells is very expensive, as are the catalysts. The idea that the cost will come down by over an order of magnitude is dubious.

The hydrogen needs to be produced from a fuel (no, water isn't a fuel. anyone who thinks it is should learn basic thermodynamics). Considering this overall process, the advantage in energy efficiency and energy independence is dubious.
Hydrogen fuel cells for automobiles were a huge area of research a handful of years ago and then fell out of favor. It wasn't politics that killed them, it was science and economics. Now, if science and economics can trump politics on ethanol...

Hydrogen is not a viable fuel unless it's produced by a renewable energy source, like solar. Otherwise coal will be the main source of the energy needed to produce hydrogen.
