No, but single translations are not hard to do. So if you are familiar with the NA version of the game, it's not hard to understand just the new parts, with a minimum of effort.
It's in Japanese, not some uncrackable code. It's not that hard to translate, even if you don't have a firm grasp on the language. There are also translations online for the cutscenes, etc.
