That was initially an Avalon property, they have identical complexes up all over the nation. Those were rentals, so not sure why the housing boom has anything to do with it. The fire started from outside, traveled up and into the attic space above all of the units, not much individual unit sprinklers would have done. If you notice in the video, the top of the building is what is engulfed. That's why it is against city ordinance and complex policy to grill on a balcony.
I used to live in a similar building from the same property management. I watched other buildings being built next to me. They went up so fast and cheap materials, they make them match books. I will never live at one of those again. What happened to the sprinkler system? These all went up during the housing boom and put them up fast and cheep. It's great that everyne got out!

Yes, it was before they were able to find a hydrant. Towards the end of the video you will hear a noise and that is when they started pouring water.
