you are correct - sharepoint enterprise is required and the application is being published to Access Services in SharePoint Server 2010.

I understand that you can't publish to sharepoint foundation, It requires a much more expensive Sharepoint Server Enterprise. Is this correct?

Is teh Published Access application using Access Services?
