I think latest on this is they are indeed going to run this for 3.5 minutes today at 2 PM EST. Supposedly it is only going to be radio and TV and not internet. I believe amongst other things, is another new form of mental conditioning. I have to wonder also if it may relate eventually to performing this action with internet to prevent any type of online financial transactions from taking place when they deem it to be not in their interest. My opinion. Hard to say what all motives may be.

In the case of national emergency, I think this is an important instrument to have installed at every satellite / radio station to get the emergency notice asap to you. The problem will be if they start using it for other reasons which hasn't happened yet right?
