This isn't NEW Russian aggression, this is the way it has always been with Russia, even before 1917.
Russia has every right to use military force to defend herself, like if China prepares to invade or something.
But the worrying part of this is not the aggression but the sheer STUPIDITY of implying a pre-emptive nuke strike considering their armed forces are already capable of defeating any non-nuclear threat.
A pre-emptive nuclear strike will only GUARANTEE a full scale nuke counter-attack.
