ROE’s do a great job at keeping civilians alive however, I personally believe that they in turn cause more U.S. casualties. ROE’s limit the use of force our troops can use against forces who oppose them. They constantly have to call targets in and await confirmation to attack but when confirmation finally arrives, those targets are long gone and have attacked another U.S. convoy on the other side of town.

ROE’s do a great job at keeping civilians alive however, I personally believe that they in turn cause more U.S. casualties. ROE’s limit the use of force our troops can use against forces who oppose them. They constantly have to call targets in and await confirmation to attack but when confirmation finally arrives, those targets are long gone and have attacked another U.S. convoy on the other side of town.

While they should not be able to go so far as make arrests on our streets, etc, I see nothing at all wrong with them being hired to help deal with situations where it is more sensible and economical to not send public military assets, or where there are not enough of them to be as effective as desired (as in Iraq).

Also, I'm pretty sure that Congress has very limited authority over units like 1st SFOD-D and DEVGRU. They're controlled by the National Command Authority.
