They are NOT POWs.  If they call them POWs, they will then be required to abide by the rules of POWs. Instead we use the term "enemy combatants", which really has absolutely no meaning, at least for countries that believe in the rule of law. The plan is actually to deport anyone who is a citizen of another country, but there are some of the 'terrorists' who are US citizens, and therefore could not be deported.
