starting in ep 23 it becomes an unmanageable mesh of nonsense and unconnected story segments with no discernible segue. The ending is a total failure, obviously due to budget limitations. A real shame since up until that point it had been a pretty good show.

Had the series ended properly, I would have given it a 10/10. The story was great, The characters were likable, The music and seiyuu were good, and the animation was wonderful for a 1998 anime.

Both versions are absolutely exactly the same. Manga volumes 8 to 21 follow on from the end of the anime. They are worth it, it's like an extension of the greatness the anime was, plus it has a great ending. 100% recommended.
