Tsunamis are generated from certain events, and very well may be small. But do you honestly think that the policia, or whoever is around would let all those idiots in the water if a tsunami was coming? It is definitely a tsunami, there is more water to come on the horizon. Tsunamis come in different ways depending so many things including the continental shelf, reefs and sand banks, distance from start point (earthquake) etc.
