Actually they did that 3 times before that and at the end they decided to let them fight because they were frustrated that noone from the show crew did nothing and afterall the rest of the roommates aren't bodyguards. And the Arab dude (the one who got beaten up at the end) was the first to attack. So I would say it's totally big brother's fault that the fight ended up like this.
