It's not rocket science. It should be clear by this point that statues are what you are supposed to do. The entire game in general is pretty easy from beginning till end =\ they like spell out what you are supposed to do.

Luka can't see them because they're in a different dimension: Luka's in the human world, Bayonetta's in Purgatorio (basically the dimension between the dimensions of Heaven and Hell).

Bayonetta and the angels have the power to see things between dimensions, but humans don't.
