Good question.. not much context to this clip. He's talking about an "Easter Egg" buried in the Sinistar code.

Its more than likely a Message containing some of the people who worked on Sinistar's names.

Back then you couldnt really put credits to the people who worked on the game, so it was usally put in as an Easter Egg.
