If you can figure out a way to have private people connect on a one to one basis without a social media site your program would be much more effective.
@LoveBringsTruth I'd imagine a solution to prevent sock account abuse would be to have individuals who maintain recipient accounts only be able to access that account in certain designated areas. This way a third-party representative could confirm the identity of the person using the network. Current welfare offices could be retrofitted to serve as network access ports. And current welfare administrators could be retrained as fund managers.

Grameen Bank has had tremendous success at gaining returns on their investment by having their borrowers to attend regular meetings with several other borrowers. Grameen now boast a repayment rate over 95% despite the majority of their clients being poor women without collateral. Current welfare administrators could facilitate this type of group based peer-reinforcement.
@RaySquirrel - Peer reinforcement would be a great start. As a lot of know those in the welfare system feel hopeless and stuck. A reinforcement program that goes beyond the normal 'job training' could work wonders. You could also use participating companies for the reinforcement through your social credit system. Even though they may not get paid well in the beginning a credit 'matching' structure could be set up as a rewards system to lift the individual back onto their feet. Great job squirrel
