WILCO is a short form for the phrase will comply, as in I will comply with your request. It is shortened, as are a lot of radio transmission "speak" for military reasons, an enemy can triangulate you position by listen your radio communications and measuring the strength of the transmission, short transmissions gives them much less time to do that and increases your chances of not letting anyone know where you are.
