I think perhaps Minister Belanger is referring to the deception that contract or Admiralty Law is being used in place of Common Law. The deception arises when we, the people, believe that their oaths are to us or to Common Law whereas their oaths are actually to the corporations they work for (courts are incorporated with limited liability) and the corporations whose corporations they end up working for.
