I agree with those saying the episode has more to do with the Blaxploitation film genre than with racism. "Shaft" being one of the many indicators, as well as the obvious fact that Shinichiro Watanabe was inspired by many of the film genres that came out in the 70s (such as the Bruce Lee style Kung Fu movies) and his work, especially in Cowboy Bebop, is formed from references to these styles.
