No one made cartoons that were as smart and funny as Warner Brothers' Looney Tunes. These features were made to entertain adults as much as children and I think perhaps, that is the difference between them and others. Disney cartoons were charming and lovely to look at, but no one had the smart, snappy dialogue that Porky, Daffy and Bugs had.

@mercalx2006 No offense to the minorities in general, but the Korean animators in charge of the colorization messed up this cartoon (among several other b&w shorts).
I'm fairly certain that Mel Blanc voices the ghost at LEAST for the "Tauting, Daunting" at 4:02. It's sounds too much like a slightly deeper Barney Rubble for it to not be him.
I remember watching the colorized version of this cartoon on TV some 20+ years ago, but with the reformatted 1967 opening and closing jibberish. But seeing the original black and white version here is as good as it gets and shouldn't need the color treatment through it all. Oh, BTW, Nickelodeon never did air both colorized or B&W versions of this cartoon which makes this one even more belated.

Jeepers, I just love cartoon ghost stories (even Casper), and eating that smoke donut was a great touch. Hearing Goofy recast as a ghost was spooky.

It's Mel Blanc doing a takeoff on Colvig. Colvig worked for Disney and MGM, not Warner Bros.

It's not Colvig. He was at Fleischers at the time. Plus, it sounds like Blanc anyway.

I believe Blanc provided the falsetto "Come in....." The low drawl the ghost speaks with otherwise is Colvig.
BTW, I'll have to look up the Barney Bear cartoon of the 40s which borrows the walking shoes/clothes on the hat-rack phantom.
