Bicyclists in Oregon have the legal right to occupy an entire lane, and even ride two abreast, as long as they are riding the normal speed of traffic, as they were in the tunnel. Sorry, Officer Law.

Yes you are correct, except for the fact that they are riding down highway 26. The law applies to surface, side, and main arterials, but not this section of 26, just like you can't ride I-84 or I-5.
