Sorry to be late and all but, the virus spread through the water.  Bob got bit hours before, but the rats in general spread the virus through the sewer system.

Yes fleas these are no ordinary fleas though they are the smallest ones possible they are very hard to see and the fleas bite infected rats then they jump onto humans and bite them transfering the virus.

Thats exactly how the Black Plague started.

In the Outbreak story it was because the rats ate the food of the J's Bar, so the people who was eating at the bar get infected from food, Bob for example was one of them.

the rats are what infected the city because in the beginning of resident evil outbreak you see some s.w.a.t trying to take out a mutant but all of them die so then after all of that the rats started eating the corpses that got infected from that battle and then they decided to run around the city and thats when they started infecting people

when i was playing resident evil outbreak file 2 in the wild things scenario. i kept letting the zombies eat me and when i was at a door on the ground, (virus was 98.76) i saw my player character walking slowly and he was a zombie and he fell on the ground. wtf
