It is Tom. The deep parts and him and Georg and you can tell by the sound of the voices. Bill's voice doesnt go that deep, the high parts you hear is the backround of Bill's voice that wasn't fully cleared out. And if you really listen to the song with all voices, you can hear tom sing, if you really pay attention.
