The "censorship" is built into the song by Mike Meyers. It's on purpose. The joke is that Dr. Evil is being so vulgar - cursing and talking about sex - that he has to be censored, just like a regular rapper. It's funnier than if he had actually cursed without getting bleeped. The idea is that he's being so dirty that's why he's being censored. It's funnier. What is left to the imagination is more effective. The idea is that Dr. Evil has suddenly become a dirty rapper, and it's effin hilarious!
