I've had the same experience when I was in India. People stare- and it's blatant staring. It's unnerving. At least I knew I was being stared at because I was a tourist and I was different.

In india's capital New Delhi everyone was staring. If u wear shulvar kameez in certain parts of the states, ppl stare. So yeah, partly its the curiousity, and partly its the farigh-ness.
