The damn government won't do shit. When we had all those forest fires the Russians had those huge planes that could suck up 7,000 gallons of water and that thing will put out a swath 300' wide and quarter of a mile long, but the government didn't want to use them, because it made the Russians look good.

The government already knows what does and doesn't work.
