From the video only, the cops did NOT follow protocol. Regardless of who the girls are, or what they were doing, the police never gave any verbal announcement to the girls to stop, and did NOT identify themselves prior to cuffing the girls. Remember, regardless of what group they work with, they are 15-17 year-old girls, and they are put to the ground by trained police officers who did NOT identify themselves.
