Yeah Skeletor was Hordak's croney a long time ago. There was some sort of legend or prophecy about the twins so Hordak decided to grab one of em and got Adora. He then opened a portal to escape and left Skeletor behind on Eternia to take the heat and eventually become Adam/He-Man's enemy.

Even "in-universe" nobody on Eternia knows she exists because after she was kidnapped as a baby and taken to Etheria by Hordak the Sorceress cast a spell that made everybody forget her to save them all from their grief at her loss. The Sorceress, King Randor and Queen Marlena are the only people who remember Adora until the day He-Man is given her sword and sent to Etheria to find her.
