It is a Maas-Rowe, which uses little metal rods to generate the tone. They still make these things and they are the most artificial-sounding fake bells in the whole sad industry.

I saw another video where four bronze bells sounded the Angelus and Westminster Quarters from this same cathedral, so perhaps the Maas-Rowe "carillon" has been retired.
