I went I gamespot to find that out, yet, they changed the cheats tab to answers. Which, informed me that you unlock them with a cheat code.

To unlock foot ninja's outfit/karai's outfit is to beat survival mode. I don't know how to unlock the turtle's outfit, though.

I know an easy cheap way to win.

Pick Leo and go to a wall, then spam your Spinning Katana Blade move.

They usually walk into it and die after 2-3 uses of the move. It's also useful against the computers that constantly leap off the walls.
