We need to puncture the halo around "the surge". It's just one episode in a larger war; it made a catastrophic situation somewhat better. But the larger issue is the war, which never should have happened in the first place.

CNN also measured the reaction of people to the debated. They had it broken down by male and female and it ran at the bottom of the screen during the whole debate. There was the same dip at that moment in the CNN video as well. I think most of the people being tested were undecided voters, so they didn't have a strong preference for one side or the other.
