This station is the only station I know that you have to cross the RR track twice to get out from the station(to Little Tokyo).

Whats the problem? I dont see a single instance where anyone was in danger. Those retarded lights arent needed to cross a 40 foot street, what makes crossing a 4 foot track more dangerous?
