Really, to stop bullying, it is up to the 'victims'. It isn't easy, but really, that is the only plausible solution. An outside authority stopping it will only prolong it, it won't stop the bully. The people getting bullied need to stop it, not an authority figure. I know it isn't easy, but it is what has to be done.
