Are you just primering, painting and then 2 part clear coating? I have been doing just that and only appliing one coat as it looks thinck, but water has gotten under and into the wood. The paint and clear then crack. Are you sealing your baits before primeing them and if so what kind of sealer?
One last thing. Where do you buy your hardware for your baits, split rings, screw eye's hooks? Also are your screw eyes stainless steel? Sorry about all the questions, but I'm hooked!

Concerning foil coating , treat your blanks with a reliable sealer and after stick on some fine netting mesh with spray glue , after curing apply some aluminium tape or glue on foil , ....with some careful rubbing of your finger you'd emboss the mesh texture into the foil for a nice scale pattern !
