@FSM1138 Nope. Its a Ghoul in a nearby cave. Wherever there is a radio tower, there is a nearby cave where it is being transmitted from. When you enter the cave for this specific tower, you find a ghoul next to the radio.

As for the sick kid broadcast, you enter the cave and find the families skeletons. Kind of sad, I had plenty of medical supplies I was ready to give them. :(

If you travel west-southwest of the tower and go to the base of the drop-off, is a sewer grate to a Drainage Chamber. Upon entering, the door to the right leads to some feral ghouls standing around a ham radio, making them responsible for the creepy broadcast.
