@blubbness Genji Tsushin Agedama. As well as this being a parody of Sailor Moon, I think the main character is meant to be a parody of Megaman?

According to wikipedia, this show (Genji Tsuushin Agedama?) ran from 1991-92 and parodied a lot of other anime, including Sailor Moon. (So while it did begin airing before SM, this is apparently a SM parody.)
