  • After much reflection I concluded that this song (and the eponymous album) are about the Treaty Of Versailles in Paris 1919 & re-drawing Europe's map after WWI. Superpowers like the Austro-Hungarian empire & Prussia disappeared from history. The songs mention war a lot, & Europe: "The continent is falling in disgrace/William (the Kaiser?).." In this song the Catholic Church comes to France's rescue: "I'm the bishop & I'm coming to claim you..." For more Cale exegesis letters to the usual address
